Addiction and Substance Abuse

Karen Hartley-Nagle

“Drug and Alcohol addiction is a disease.  In New Castle County, we have an addiction epidemic that is hurting families and destroying communities.  It is not a problem to be hidden from public view and we must begin by discussing it openly. – Karen Hartley-Nagle

Through improved treatment methods, prevention, education, training, and State and Federal partnerships, we can end this silent epidemic devastating our County for good.

Karen Hartley-Nagle will:

  • Ensure people suffering from addiction are treated with respect and dignity and have access to treatment.
  • Prioritize treatment and rehabilitation over prison for low-level and nonviolent drug offenses.
  • Expand drug treatment programs for adolescents.
  • Collaborate with State and Federal Agencies on effective programs, maximizing and combining our resources.  The Federal Drug Enforcement Agency has confirmed they will collaborate and offer education in New Castle County.

Substance use disorders are a problem touching the residents of New Castle County everywhere: from Claymont in the north, Hockessin, Wilmington, Newark, Middletown, Bear, Townsend in the south, all have been touched.

From our biggest city to our smallest towns, from our richest towns to our poorest neighborhoods, no community has been spared.  This is not a problem that happened overnight, but it is worsening, and the costs of not doing more now are enormous; reduced productivity, an overloaded criminal justice system, overburdened health care, and the loss of many lives.

Karen Hartley-Nagle’s plan to fight the addiction epidemic in New Castle County includes:

  • Prevention
  • Treatment and Recovery
  • First Responders
  • Prescribers
  • Criminal Justice Reform
  • Education
  • Training
  • State and Federal Partnerships
